How would George Kelly explain a terrorist's behaviour?

I was reading "An Introduction to Theories of Personality" by Robert B. Ewen. I am specifically studying George Kelly and his role in psychology as it interests me.

If a terrorist blows up a building in a hated foreign country, how would Kelly explain the terrorist's behaviour?

I am interested in seeing everybody's response. If possible, please draw inferences from the book itself as well.

I am planning on doing a research paper on the topic, and I wanted to see how different people would respond to the question.

Help would be greatly appreciated.
